💡 Understanding Form 3916-Bis
Form 3916-Bis is used to declare all digital asset accounts held, opened, used, or closed abroad during the tax year in question.
Definition of the term "DASP" (PSAN) in the form: In the tax authority's form, an exchange platform is referred to by default as a "PSAN" (Digital Asset Service Provider). This simply means "a company that manages digital assets for its clients" and has no connection to the official DASP registration that a company can obtain from the AMF in France.
If an account does not have DASP status in France, it must still be declared if it is located abroad.
If a company is a registered DASP in France, it may still be subject to declaration if the account hosting is located abroad (simply select its name or the associated code from the official list).

Go to your Waltio dashboard, navigate to the Tax Declaration page > Form 3916-BIS section on the right.
Select the desired platform to display the account information pre-filled by Waltio.
You can copy this information into your online tax return.
⚖ Which accounts must you declare?
Criterion | Tax Rule |
Frequency | Accounts must be declared every year, even if they were declared in previous tax campaigns. |
Reference Year (N-1) | The declaration covers the previous tax year. |
Foreign Custodial Accounts | Mandatory. Applies to centralized exchanges holding your private keys (e.g. Kraken, Coinbase). |
Non-Custodial Accounts (Self-custody) | Exempt. If you hold your own private keys (e.g. Ledger, MetaMask), you have no reporting obligation for this wallet. |
Account Closure | If an account is closed during year N, it must be reported as a closed account in the tax campaign for year N+1. |
Special Case for the Cayman Islands: If your platform is based in the Cayman Islands and this option does not appear in the tax authority's drop-down menu, we recommend selecting United Kingdom.
⚠️ Special cases and exceptions
French Accounts: Only accounts hosted abroad must be declared. For example, Binance will not need to be declared as they have a local entity in France.
Unsupported Platforms: If a platform is not supported by Waltio, its pre-filled information cannot be generated automatically.

Why doesn't my platform appear in the drop-down menu on Waltio?
The platform is not yet supported by our tool.
The platform is located in France or does not require a declaration via Form 3916-Bis (for example, Binance has a French entity and does not need to be reported on this form).
The wallet is non-custodial (self-custody), so it is not subject to this legal requirement.
How do I know if my platform is self-custody or not?
If you hold your own recovery phrase (seed phrase) or private key (e.g. Ledger, Trezor, MetaMask), your wallet is non-custodial (self-custody).
If you log in with a username/password and the platform manages the security of your funds, it is a custodial account. If in doubt, check the platform's terms and conditions.
